As of chapter 1 of Breaking Dawn, Jacob Black is still MIA and apparently NOT WANTING to ever come back.

I can't help feel sorry for Jake. And it's become Charlie's personal mission in life to bring him home. My guess is so that Bella might change her mind, leave Edward, and hook up with Jake.
